I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. European Police College → European Union Agency for Law Enforcement Training – The REGULATION (EU) 2015/2219 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 25 November 2015 on the European Union Agency for Law Enforcement Training (CEPOL) and replacing and repealing Council Decision 2005/681/JHA changes CEPOL's name from the European Police College to the European Union agency for Law Enforcement Training as from 1 July 2016.
