International recognition of Kosovo, 62 out of 192 United Nations membersâincluding 22 out of 27 states in the European Union, 24 out of 28 NATO members and 3 out of 5 permanent members of the UN Security Councilâhave formally recognized the Republic of Kosovo as an independent state. According to Estonian Ministry of Foreign Affairs, Estonia initiated diplomatic relations between the two nations in Tallinn on Thursday, 24 April, 2008
