Yes, this is not standard practice. It is more complicated than an issue of it being a
middle judicatory. Complicating this is that two of these districts were formerly separate denominations--the English District used to be the "English Synod"... in some ways it is still like a separate denomination within a denomination, as all moneys are kept internally and they have a bishop leading the district (typically in the other districts they are called district president instead of bishop). In the 70s, this district split in half and they are ELCA now...it is more like how the Eastern Rite Catholics are Catholic but not Roman Catholic. If you renamed the Maronite Catholic Church to have Roman Catholic in front of their name, it would probably ruffle some feathers. The other district that used to be a separate denomination is the
SELC District (LCMS), formerly the
Slovak Evangelical Lutheran Church. Putting LCMS before the name rather than after seems inappropriate to be when members of these districts in particular would probably not do that.--
