The Quebec government's Web site
[1] states that "contrairement aux usages suivis par les autres membres de la fédération canadienne, le Québec se dota d'armoiries sans avoir recours aux autorités britanniques." (Contrary to the practice followed by the other members of the Canadian federation, Québec granted itself arms without recourse to the British authorities.)
According to the government of Quebec, the coat of arms of Quebec was adopted by order in council in 1939, not granted by Queen Victoria.

That source doesn't even mention Quebec's current coat of arms, only the former coat of arms. Quebec's justice ministry explicitly states that Quebec granted itself arms without recourse to the British authorities.
