I'm not positive if they are the same person, but this synopsis suggests that they are the same person, and Civil War: Battle Damage Report gives the real name of the Initiative's Challenger as William "Bill" Waring. 67.162.108.96 ( talk) 13:01, 11 July 2008 (UTC) reply
