"Shannon & Luchs selected the construction company owned by James Baird to build the garage." Should be "selected a construction company" unless I'm missing some nuance.
"Frank Lloyd Wright's Crystal Heights complex near Dupont Circle had it been built": suggest "had that been built" or "had Lloyd's design been built".
" In addition to operating as a parking garage, the building also included": "In addition" is redundant with "also".
You sometimes have "the Capital Garage" (e.g. "When the Capital Garage opened in March 1927") and sometimes just "Capital Garage" (e.g. "After the war Capital Garage was remodeled"). I would have thought there should be consistent usage.
"Both McDowell and author James M. Goode, a Smithsonian Institution historian, noted the Capital Garage would have likely been saved if it had survived a few more years due to the increased popularity of historic preservationism": I think "note" should only be used for unquestioned facts. This is really an opinion, albeit an informed one, so perhaps "commented" or "suggested"?
