It depends on the criteria. The Boerentoren is based on the American examples and therefore considered to be the first skyscraper in Europe whereas the Spanish example is more a high building (like the Liver Building in Liverpool).
The current sentence seems OK to me. ' It is often considered to be the first skyscraper in Europe' which is no lie. --

According to this article and the
Telefónica Building, it says that the Boerentoren was the second tallest until 1940 but if I'm not mistaken, the Boerentoren height is 95.8 m to the roof while the Telefónica is 89 m. Wouldn't this make the Boerentoren the highest between 1929 and 1940?
