Incoming Links. There are by far more incoming links to Berne Convention for the Protection of Literary and Artistic Works (the copyright treaty) than to any of the others. It has more than double (almost three times) the number of links as the #2 article.

Article traffic. There is overwhelmingly more traffic to Berne Convention for the Protection of Literary and Artistic Works than to any of the others, or indeed, to all of the others combined; last month, more than 90% of the traffic was to that article.

Interestingly, even this dab page,
Berne Convention, gets more traffic than all the other articles listed on it other than the #1 entry. It got 2001 views, nearly double the #2 article.
Google hits. I know this is not the decision maker, but it's useful info. I just ran a search on "Berne Convention". On the first page, the top 9 hits are for the copyright treaty; the 10th is for the wildlife treaty. Interestingly, same on the second page: hits 11-19 are for the copyright treaty, hit #20 for the wildlife treaty. But those are the only 2 hits of the first 100. 98% of the top 100 google hits (for me, anyway) are to the copyright treaty.
Support, evidence provided plus own experience indicates this is a clear primary topic. (I would even shorten the title of the primary topic article to simply "Berne Convention" - the common name.)--
