No it's not for refueling - It’s Low speed omni-directional air data sensor, they used on the AH-1S as well :seen here FOX 52 ( talk) 07:27, 22 December 2014 (UTC)
I work on this aircraft, can confirm it’s an air data sensor. Basically it’s a weather vane that tells the pilots which way the wind is blowing, both by sight and by digital readouts. LayneDunbar ( talk) 13:57, 6 June 2021 (UTC)
