It does seem odd, and I'm certain inaccurate. A Google search for "BBC Birmingham" gives you
[1], which gives you a general page for the region, with sections for the network dramas produced there, local news, features, etc, whereas "BBC West Midlands" directs you to
[2], which is just one local news programme made by BBC Birmingham.

Agreed: see also
[3], an article about the move from Pebble Mill to the Mailbox. As far as I can tell, "BBC Birmingham" appears to be the name of the whole establishment, and "BBC West Midlands" the subsection and coverage infrastructure for West Midlands regional programmes (Midlands Today, Midlands Report and The Midlands at Westminster). See
