I've got two questions that may help the article read more clearly. First, it's mentioned that the avenue was commissioned in 1847, but that Brussels didn't annex the land until 1867. Was there any construction in Ixelles between these years in preparation for the avenue despite the resistence? Was there an existing street here prior to these plans? When was the actual avenue constructed? Secondly, speaking of the annexation, how was this effected? Is this something that had to be approved by the province, national government, etc?
