Article needs to be broken into sections before a higher class rating is given. Maybe a section on "Early life", "Education", "Career", and "Later years" etc.

It looks like this article is basically copied from the Biographical Directory of the US Congress website. More citations needed and the article needs to be re-written in parts to remove the plagiarism.
