Existence of an entry for non- General Authorities in the LDS Biographical Encyclopedia does not establish notability; when collecting material for volumes 2-4 a fee was required for each submission of a biographical sketch, and no non-GAs were published without payment of that fee, making this in essence a vanity publication (see http://contentdm.lib.byu.edu/u?/MTNZ,7105 for more details). Andrew Jenson's own idea of notability appear to mimic what we normally do here at WP: GAs are notable but local leaders are not (at least not based on their LDS Church leadership position). Ok, lets go over these one at a time:
None of these help the article meet wp:Notability by being reliable third-party sources. I'm not saying that those sources don't exist, they're just not there. The notability tag is correct for the article as it currently exists, because more work needs to be done.
I'm sure this relative of yours was a great guy, and helped out his local community a great deal, but that's not enough for a WP article. wp:V: "If a topic has received significant coverage in reliable sources that are independent of the subject, it is presumed to satisfy the inclusion criteria for a stand-alone article." "If no reliable, third-party sources can be found for an article topic, Wikipedia should not have an article on it."
