Comment - thanks for all the input. I was wondering about the diacritics, but as this is English Wikipedia and most people will be using an English keyboard, it seems like common sense to direct the variations to the same page. Also, many sources often leave out diacritics on foreign words or names.
Ba (surname) includes both variants (and Bah), although it lists them separately. I also wondered about the suffixes, but ended up making them both politicians on the grounds that we don't know how long the current prime minister will remain prime minister (could be 10 years, but he's only been there a few months so far). The PM might be primary topic technically, but I have just fixed a few incorrect links targeting that page, and having a look at incoming links, most of them are from the same template. I feel it would be safer to not have a primary topic on this one. There's just too much potential for future error and confusion.
