Farah is either a British emigrant to Somalia, or was always a Somalian expatriate in the United Kingdom. If he was always the later, he should not be in the Welsh category. I am leaving this to someone else to decide, because it requires parsing if he was a permanent resident or expatriate.

People can have multiple nationalities and identities, and these can change over time. Farah was born and brought up in Wales, and his mother had a British name. Farah was a diplomat representing Somalia, so it is probable that he had Somali nationality at that time. The categories accurately reflect the content of the article.
