I saw a thing about 3-7-77 means you should buy the $3 ticket for route 7 or something.
When you can cite a thing you saw, maybe it would be worth mentioning. This doesn't sound plausible, as the 19th century wasn't so hip on numbered bus and train routes, and $3 was a nice sum of money - a few days wages.

The story that I heard was about that it concerned the number of Freemasons who at various times formed a Vigilance Committee in Virginia City. If you think about it, Masons would make ideal members of such committees-- they were believers in their own ethical righteousness, and they knew how to form their own committees and governments. They even had (and have) their own tradition of jurisprudence.
