Editors who violate any listed restrictions may be blocked by any uninvolved administrator, even on a first offense.
An editor must be
aware before they can be sanctioned.
With respect to any reverting restrictions:
Edits made solely to enforce any clearly established consensus are exempt from all edit-warring restrictions. In order to be considered "clearly established" the consensus must be proven by prior talk-page discussion.
Edits made which remove or otherwise change any material placed by clearly established consensus, without first obtaining consensus to do so, may be treated in the same manner as clear vandalism.
Clear vandalism of any origin may be reverted without restriction.
Reverts of edits made by anonymous (IP) editors that are not vandalism are exempt from the 1RR but are subject to
the usual rules on edit warring. If you are in doubt, contact an administrator for assistance.
If you are unsure if your edit is appropriate, discuss it here on this talk page first. Remember: When in doubt, don't revert!

Oppose: Per Twa0726, the 2015 attack is a mass shooting, while the 2022 attack involves both shooting and suicide bombing. For attacks and terrorist incidents that only involve bombing, "bombing" is an appropriate title name.

Oppose: It was called 2023 Peshawar mosque attack but Jim Michael 2 changed it to its current name which is more appropriate as this was a lone bombing. Kiwiz1338💬●

The news articles you linked to are dated within a couple of days of the blast, when the toll revision was done on the 4th day. Also your references are international media outlets who only reported immediately following the blast and didn't bother updating their readers about the revision. Local and foreign news outlets who did report on it include:

On 20 June 2023, Sarbakaf Mohmand, one of the main perpetrator of the bombing, was killed in
Afghanistan. He was one of the key member of
Jamaat-ul-Ahrar and
Tehrik-e-Taliban Pakistan (TTP). According to the sources, his death was the result of infighting among the various faction of TTP.[1][2] The death of Sarbakaf Mohmand was confirmed by TTP spokesperson, Mohammad Khurasani, on Twitter.[3] 1Razziq1 (
