The source currently given for the intensity
[1] does not support an F2 rating. It states The maximum surface wind speed simulated by the model is generally underestimated. The simulated intensity of the storm is 31 m s−1 which is less than the Fujita scale F2 (50–70 m s−1).
The given wind speed of 31 m/s is, for the record, is in the F0 range, but it's highly unlikely than an F0 tornado could inflict this many casualties. Regardless, this is a simulated wind speed and is not based on a survey, so I don't think we can apply any rating to this tornado unless another source explicitly assigning one is found.
