This seems to be another example of an infobox trying to replace article text because infoboxes are so nice and shiny... In no other sources I used to write the original article did I see such a pronounced mention of Enver Hoxha, to warrant a mention, let a lone an infobox mention that makes it stand out. And I mostly read Yugoslav-related sources, which would presumably not be shy to point out this kind of an irredentist intervention. I think this is addition is a violation of
WP:UNDUE and will revert as it is not properly explained. I'm trying to encourage
WP:BRD, but this sounds like
WP:SOAPBOX too after this many iterations. For example, why would an infobox mention one foreign head of state but not the head of state of the country where it was happening?! --
