"Proto-metal" refers to Heavy metal music before the name heavy metal was a thing. Basically, very early heavy metal. Proto-metal re-directs to Heavy metal, since that is the genre. As for proto-punk, there is a reason he says "cuts like..." and then proceeds to list songs.
