William Kearns III, communicates with his combat information center, giving the order of release during a weapons shoot, as liaison officers from the navies of Singapore, Thailand, Brunei, Indonesia, Malaysia and the Philippines stand behind him. The visit of the liaison officers to Russell was a scheduled event during exercise Southeast Asia Cooperation Against Terrorism (SEACAT) 2004, a scenario-driven exercise that centered around the tracking and boarding of simulated rogue merchant ships.
