Normally, an IEEE fellow meets the criteria at
WP:NACADEMICS, but your source did not confirm this nor was I able to look it up at the IEEE fellows directory.
You should go through the
articles for creation system until you better understand how to establish notability. I think, technically, you have mastered the process of citing sources, which is good. The tone of your draft contains some promotional wording that needs to be made more neutral. And you need to be very particular about citing a source for every statement you write in the draft. One reason a reviewer might decline your (now) draft article is because it does not meet the required standard for

I'm pretty terrible at academic notability myself, but let me try to explain it as best I can. When writing an article about a professor (or other academic), Wikipedia expects it will be difficult to find general press coverage of the sort we normally require. The alternative criteria laid out at
WP:NACADEMICS explain how you go about establishing notability. Note that you are allowed to use a professor's official web page or CV hosted by the university as a source, something which we would normally consider a primary source and avoid using.
Someone's publications all by themselves to not help establish notability; evidence of the impact those publications have on the field is needed. Some people use stats like h-index or citation counts to do this.
If you want to say that someone is a fellow of the IEEE, you need to be able to point to a source where this can be verified. The IEEE fellow directory is sometimes helpful, but it is better to use as a source something like the annual announcement of new fellows that IEEE publishes - you can then just cite it as a normal publication instead of trying to have the reader do a database lookup.

Yeah Sir, that means I got subject for a biography article then got permission to use all his links and then demanded a copyrighted image as all other images were the property of google.

Wikipedia doesn't require permission from anyone? You have marked the photograph as "the copyright holder of this work" did you take the photograph? If not then you are NOT the copyright holder, that resides with the photographer.

What do you mean by "got subject for a biography"? Were you assigned the task of writing about Dr. Sheu? How much help has he given you in writing this?

I'm not confident enough in my knowledge of academia to rigorously check if the awards or chairs that Cheu has meet
WP:NACADEMIC, but I'm fairly certain Cheu fails the
WP:GNG. Out of the 40 sources on the page I reckon more than half are references to his own work, which is a disqualifying factor towards notability. My guess would be that, when an AfC reviewer confident in this subject area reviews the article, there is a good chance it'll be declined. If possible
Misbah Haider, I'd try to find sources that talk about Cheu which are completely unrelated to him (e.g articles from institutions he works for are a no-no, any academic work he is listed as an author for is a no-no, etc) or review
WP:NACADEMIC to see if you can find sources that show he meets any of 5 criteria listed there. —

Rightly said I will sort for other resources also but the person is the member of IEEE as mentioned in
Wikipedia:NACADEMIC. I have a question that on adding more notable resources should I remove the research publications?
