I have been on WikiVacation for a while, so just started paying attention to this. As one or two folks above have said, the new "User in Location" scheme makes absolutely no sense to me. Most of the places I can contribute information about are not the place I live in right now. I would be okay with having a new categorization scheme for who's where, but to do away with a way of listing oneself by places one is interested in and has information to offer about makes, I said, no sense to me.

The new place for areas you are interested in is
Category:Wikipedians interested in a region, a subcategory of
Category:Wikipedians by interest, which is a much clearer and more explicit way to state what places you are involved in. Additionally, Wikipedians who . However, I might support a mass page move from "Category:Wikipedians in X" to "Category:Wikipedians of X" because of the issue of people who are not currently living in their country of birth, but for all intents and purposes are natives of that location anyway. On the other hand, that might blur the line between "Wikipedians by location" and
Category:Wikipedians by ethnicity. Here's an example, to simplify things:
If you are of
Italian descent, but do not necessarily live in Italy, add yourself to Category:Italian Wikipedians, and if there are enough of you, again, start a notice board
On a logical plane. But I worry that it creates more of a tiered system (I am avoiding the more judgemental characterizations like "2nd Class") that breaks people with input on the same topic into different groups.
