A reasonable set of guildelines in one region of the world (defining cities), may not apply to another; however, I understand your questioning of the category name. Even though some of the municipalities along the Schuylkill are infact boroughs, not cities, I believe the same format should be used for every list of river cities, see sub-categories within: Category:River cities...therefore it is my opinion that the category should remain as it is.
