I am with Michael on this one. I agree that the "the" article should be removed, however the name of the category should be left as "Castles in Ukraine" since it fits well with other categories, particularly "Castles by country". --

If the previous editor meant that buildings/compounds should be put in the category, and not whole cities, than he's right.
However, I can't see why Kremlin is not a castle. To the best of my knowledge, it wasn't a fortified city, but a castle of Knyaz' (like Wawel in Krakow).
